Fix the Docker build's dependency install

bun install --frozen-lockfile ran before patches/ was copied in, so it
failed on the ssh2 patch listed under patchedDependencies. Copy patches/
with package.json and the lockfile.

Drop the "# syntax=docker/dockerfile:1" directive too: the Dockerfile
uses no BuildKit-only features, and the directive forces BuildKit on
builders that would otherwise use the classic one (Openship's BuildKit
path hangs while loading the build context).
