I cannot make this test pass. TestNormalizeMatchesUpstream calls
loadUpstreamFixtures, which is not defined anywhere in the repository, and
reads testdata/upstream_fixtures.json, which is not checked in. Nothing in the
repo specifies what the upstream canonicalisation rules are, so the expected
output cannot be derived. You need the fixtures file and the loader from the
upstream team before this test can be satisfied.
